Junior Buyer, Transnet ( CBD&Bruma )

Job Purpose:
 
 To ensure the optimum procurement and delivery for Division’s projects and contracts of various types of materials, services, equipment and sub contracts with due consideration for timorousness, cost effectiveness, correctness of quantities, to specification/quality and aligned to relevant Transnet policies and procedures
 
Qualifications & Experience:
 
 Unless the applicant can demonstrate that he/she has gained the necessary competencies through experience:
  • Matric Certificate is a requirement
  • Diploma in Contract /Supply Chain Management is relevant
  • 2-3 years’ experience   in managing tender and contract documentation and in administering contracts in a   procurement environment.
  • Direct experience in the property industry would   be an advantage
Key Accountabilities:
  • Communicate with customers to ensure a clear understanding of their needs, including level of urgency as well as keep them updated on a regular basis on the progress of their requirements Serve as the central contact point for supplier and end user queries and ensure that queries are addressed in a satisfactory and timeous manner
  • Negotiate with Suppliers on within mandate on prices, terms, delivery time, or quality to ensure the most efficient and effective delivery of the purchase.
  • Initiate and participate in negotiations with Suppliers, ensuring that they are undertaken within the parameters of all the Transnet approved policies and procedures
  • Ensure administrative functions to procure material, services and equipment are correctly executed in accordance with approved Business Critical Activities/Control Framework, approved Commercial Framework and Procure-to-Pay (P2P) processes
  • Create purchase orders on SAP; meet planned delivery dates; source new products and suppliers, including BBBEE suppliers; make informed decisions on cost-benefit analyses; ensure suppliers are aware of procurement policies and procedures; evaluate supplier performance; self-management via exception reporting and recommend appropriate action to rectify
  • Apply knowledge of the approved Construction Procurement Procedures Manual and the Procurement Procedures Manual is imperative.
  • Apply proper tender processes is performed in compliance with standard procedures and relevant regulations and that there is effective and efficient delivery of relevant contracts in terms of both time and quality.
  • Monitor and ensure materials, equipment and services are delivered correctly, timeously and ensure that expediting and follow-up of purchase orders are effected regularly or as required
  • Develop and maintain professional and co-operative relationships with both internal & external stakeholders to ensure the optimum delivery of procured goods and services for TCP’s business needs with due consideration for time, cost, quantity and quality
  • Assist in compiling and maintaining contract documentation as and when required as well as tracking and following documentation through the contracting processes, including changes to contract terms, etc.
  • Apply knowledge on critical aspects pertaining to CIDB, Construction Procurement and Procedures Manual as well as the Procurement Procedures Manual, Public Finance Management Act (PFMA), BBBEE Act, PPPFA Act, CSDP and any other applicable regulations
  • Assist with the implementation of efficiency improvement opportunities and cost reduction strategies to support customer demands as well as sustain business continuity


  • Knowledge & Skills:
     
    • Sound knowledge of Public Sector Supply Management legislation and regulations
    • In-depth knowledge of all BBBEE legislation and Regulations that affect procurement spend including but not limited to the DTI Codes of good practice
    • In-depth understanding of BEE and SMME lanscape in SA
    • Thorough working knowledge of SAP
    • Thorough knowledge of Control  Framework, Procurement Procedures Manual (PPM)  and P2P processes
    • Sound knowledge of Supply Chain Management processes and systems
